Beirut Governor Marwan Abboud issued a series of measures aimed at regulating the presence of Syrian refugees in the capital city, in line with the instructions of Minister of Interior Bassam Mawlawi.

In a communique made public on Wednesday, Abboud listed the actions that should be taken by Syrians and Lebanese landlords and employers.

All Syrian refugees residing within the municipality of Beirut are requested to submit their legal papers and register their places of residence and lease agreements to the Beirut Municipality, on Wednesdays and Thursdays, within a maximum period of fifteen days from the date of notification. Failure to comply will expose violators to penalties and legal prosecution.

The governor warned property owners not to sign any lease agreement before informing the governorate and verifying the lease registration at the municipality. Landlords should also ensure that Syrian tenants hold legal residency permits, and should refrain from accommodating a number of people exceeding the accommodation’s capacity.

Employers of Syrian nationals are also required to organize lease contracts or housing commitments for them, provide a list of their names, identification cards from the institution employing them, legal papers, phone numbers and place of residence.

Moreover, the communique pointed out that every Syrian refugee owing a car or a motorcycle is required to submit documents proving the ownership and legality of the vehicle and his compliance with the legal requirements for driving them.

Moreover, Syrians are prohibited to invest in any institution or practice any freelance profession without a legal license.
