Cabinet Approves Key Appointments and Oil Exploration Deal

The Council of Ministers convened on Thursday at Baabda presidential palace, approving a series of administrative, economic and financial decisions.

The cabinet, chaired by President Joseph Aoun, reviewed 44 items on its agenda, focused on appointments, energy agreements and the banking and education sectors.

Among the key decisions, the Cabinet approved new appointments to the Tripoli Port Authority, the Food Safety Authority and the Financial Markets Authority. However, the appointment of a Director General for Resources and Oil was not discussed during the session.

In the energy sector, the government gave its green light to the oil exploration agreement for Block No. 8 in Lebanon’s territorial waters, a move aimed at advancing the country’s offshore resource development.

The Cabinet also ratified the maritime border demarcation agreement with Cyprus, a step that could strengthen Lebanon’s regional cooperation and legal clarity over its exclusive economic zones.

The Cabinet approved an amendment to the Central Bank governor’s term, limiting it to a single renewal.

The Cabinet also addressed a range of regulatory and fiscal issues, including rules for public consultancy, the settlement of foreign currency debts and adjustments to monetary values. Discussions further extended to public education hiring processes and the Ministry of Finance’s proposed banking reform bill.

In addition, the ministers reviewed laws on accounting regulation, deposit protection and the introduction of a new fiscal stamp dedicated to the Lebanese Army.

President Aoun postponed discussion of the draft law regulating notaries to the next session due to the absence of Minister of Justice Adel Nassar.

Following the meeting, Minister of Information Paul Morcos said the Cabinet called on guarantor states to uphold the ceasefire agreement with Israel.

The session was preceded by a meeting between President Aoun and Prime Minister Nawaf Salam to discuss ongoing political and economic developments.
