An Israeli military reserve unit says it has developed a system known as the “Active Horizon” designed to rapidly identify and strike what it describes as “time-critical targets” linked to Hezbollah, including fighters and financial infrastructure, in some cases within 30 minutes of detection.
According to a report published by the Israel Defense Forces spokesperson unit on 26 April 2026, the system was developed following lessons learned from the 2006 war in order to improve the military’s ability to generate new targets in real time, rather than relying solely on pre-planned target banks.
The “Active Horizon” framework is operated by reserve intelligence personnel in Israel’s Northern Command and is intended to significantly reduce the time between identifying a target and executing a strike, with the military stating that the process can take as little as around 30 minutes in certain cases.
A reserve intelligence officer identified only as Maj. Y. said the unit works by combining battlefield intelligence, technological systems and rapid coordination with air and naval forces.
“When you are hunting a specific individual, you analyse why he is there in the first place,” he said, adding that the process includes behavioural profiling alongside technical intelligence tools.
The report describes a workflow in which intelligence officers identify potential targets and pass coordinates to air force personnel already on patrol, with strike decisions made in real time depending on operational conditions.
The report says the system has been used in recent northern border operations, during which it was employed against alleged militant operatives and infrastructure described by Israel as linked to Hezbollah financing networks, including branches associated with the Al-Qard al-Hassan association.
It also states that the system is used in force protection scenarios, where intelligence units identify armed individuals approaching Israeli forces and coordinate rapid strikes intended to prevent attacks during active engagements.
