WB Approves $350 Million to Support Lebanon’s Recovery and Digital Transformation

On Monday, the World Bank’s Board of Executive Directors approved $350 million in new financing to help Lebanon address the basic needs of its poorest and most vulnerable populations while advancing the digital transformation of public services.

The funding, split between two projects, aims to provide social protection, promote economic inclusion for women, youth, and marginalized groups, and strengthen public service delivery amid Lebanon’s fragile economic recovery.

The first project, Social Safety Nets and Systems Strengthening ($200 million), will expand cash transfers to vulnerable households and improve access to economic opportunities and social services. It will also enhance the capacity of Lebanon’s social protection institutions, including through the development of the “Daam” platform, a national social registry designed to support government programs more effectively and sustainably.

The second project, Accelerating Digital Transformation in Lebanon ($150 million), focuses on improving citizens’ access to essential government services, enabling businesses through a safer digital environment, and strengthening digital infrastructure and cybersecurity. The initiative will also pilot the digitization of key public services to enhance transparency, efficiency, and climate resilience.

Jean-Christophe Carret, WB Regional Director for the Middle East, highlighted that the package is intended to support economic recovery, create jobs, and empower Lebanon to deliver high-impact services to all citizens.
