Lebanon Activates Civil Aviation Authority 22 Years After Law Passed

More than two decades after the legal framework was put in place, Lebanon is finally taking steps to activate its General Directorate of Civil Aviation. Public Works and Transport Minister Fayez Rasamny has officially reopened the candidacy process for key leadership positions within the authority, 22 years after the passage of Law No. 481, which established it.

The announcement, issued on May 16, 2025, reflects the government’s renewed commitment to implementing long-overdue reforms and appointing regulatory bodies, as outlined in its ministerial policy statement.

Applications are now open for the following positions:

  • Chairperson and Director General of the General Directorate of Civil Aviation.

  • Board Member of the General Directorate of Civil Aviation.

  • Government Commissioner to the General Directorate of Civil Aviation.

Rasamny emphasized that this long-awaited move is an integral part of restoring proper governance and accountability within a sector critical to Lebanon’s connectivity and economic potential.

“Reactivating the civil aviation authority is not just a bureaucratic step,” Rasamny stated. “It’s part of a larger effort to rebuild public trust, modernize our institutions, and show that reform is possible, even after years of delay.”

The process is being conducted in coordination with the Office of the Minister of State for Administrative Reform (OMSAR).
