
In preparation for the municipal and elective local elections scheduled for later this month, the minister of Interior and Municipalities issued an official circular on Friday reinforcing security measures around polling stations and prohibiting any form of electoral campaigning within a designated perimeter.
The circular, based on Article 91 of Electoral Law No. 44 (dated June 17, 2017), aims to preserve order and neutrality at voting centers by clearly defining the “polling station perimeter” and outlining strict limitations on activities that could influence or disrupt the voting process.
According to the circular, the perimeter extends 100 meters in all directions from the entrance of each polling center. Within this area, all forms of electoral and promotional activity are strictly prohibited, including the use of loudspeakers, musical performances, displays of party flags or emblems, and the presence of campaign vehicles.
The directive also prohibits the entry of vehicles into the perimeter unless they are transporting individuals with disabilities – provided that these vehicles carry no political or party-related signage. Security forces are instructed to prevent unauthorized entry and to remove any obstructions that may impede access to polling centers.
Additionally, stopping or parking in front of polling stations is restricted during election hours, except in emergency situations such as technical repairs. The circular further bans the transportation of voters in vehicles bearing campaign slogans within the defined zone.
The restrictions will come into effect at 7 AM on the Saturday before each voting round and will remain in force until 6 PM on election day.
The Ministry of Interior and Municipalities circulated the directive to all relevant security and administrative bodies, including the Lebanese Army, Internal Security Forces, General Security and local authorities. The media office at the Ministry was also tasked with disseminating the circular to all media outlets to ensure public awareness and compliance.
The Ministry called on all candidates, political parties, campaign workers and supporters to strictly adhere to these regulations, emphasizing the importance of maintaining a safe, neutral and well-organized electoral environment.
