“Lebanon in the 'Day After': The Last Chance?” A New Policy Brief by GGCO and CIH

As part of the Partnership between the Good Governance and Citizenship Observatory (GGCO) at The American University of Beirut (AUB) and the Civic Influence Hub (CIH), the two organizations have published a Policy Brief titled " Lebanon in the 'Day After': The Last Chance?"

In a press release published on Thursday, GGCO and CIH explain that the policy brief authored by Dr. Simon Kachar and Ziad El-Sayegh, sheds light on Lebanon's post-Gaza War state. “More than a year after Lebanon was dragged into the Gaza War (October 2023), which Hezbollah labeled as a 'Distraction and Support for Palestine and its People' aligning with the 'Unity of the Fronts' axis led by Iran, Lebanon has faced growing repercussions."

The aftermath of Lebanon's involvement in the conflict has sparked varied narratives, focusing on immediate concerns like reconstruction and medical care. However, the paper emphasizes the need to look beyond these to forecast Lebanon's future, particularly “Hezbollah’s future role within its partnership with the Amal Movement in the political system, and the subsequent impact on Lebanon’s political duality.”

 

The authors stress the importance of reframing Lebanon's state-building foundations, emphasizing national security, citizen protection, and cultural distinctiveness. The Policy Brief outlines key areas for progress, including accountability, education, civil society involvement, and constitutional adherence.

The authors also call for transformative leadership to steer Lebanon towards a state of citizenship, rebuilding trust and promoting national unity. They highlight the necessity of implementing reforms, good governance, and effective institution-building to pave the way for a prosperous future. “This journey begins with the full and effective implementation of the constitution, with all its reform provisions, ensuring good governance and transparency in state management. Additionally, it requires the rebuilding of institutions so they can serve citizens effectively and justly. Education and civil society must play a significant role in promoting national values and achieving mutual understanding among all Lebanese,” according to the text of the press release.
