According to Jacques de Maillard, the director of the CESDIP (Center for Sociological Research on Law and Criminal Institutions), while the number of incidents involving individuals refusing to comply with police orders has increased to 27,000 today, compared to the past thirty years, there has been a “much more significant” rise in fatal shootings by police officers. Since 2017, there have been five to twelve deaths per year, whereas previously there were one to five such incidents. This expert on police matters attributes this trend to changes in the legal framework surrounding these shootings, as well as inadequate training and oversight of police officers compared to other European countries.
