UAE Blacklists 21 Individuals and 5 Lebanon-Based Entities, Including Al-Qard Al-Hassan

The United Arab Emirates has expanded its domestic terrorism sanctions list, designating 21 individuals and five Lebanon-based entities over alleged links to Hezbollah, according to a cabinet resolution issued this week.

The decision, under Cabinet Resolution No. 63 of 2026, is part of what the UAE described as efforts to strengthen regional and international cooperation against terrorism financing networks and to disrupt their activities, whether direct or indirect.

Under the resolution, regulatory and supervisory authorities are required to take legal measures against those listed, including identifying and monitoring any financial or commercial dealings and freezing related assets and accounts within 24 hours.

According to the list, all 16 individuals designated are Lebanese nationals. The five entities are also based in Lebanon and include the Al-Qard Al-Hasan Association, along with Bayt Mal Al-Muslimin, Tashilat Company LLC, Al-Mudakkekun for Accounting and Auditing, and Al-Khubara for Accounting, Auditing and Studies.

In parallel, Lebanese Interior Ministry sources cited by Arab media said Al-Qard Al-Hasan was denied its annual administrative clearance for 2026, with officials describing its legal status as “irregular.” Judicial steps are reportedly being prepared in Lebanon to examine the organization’s activities.

The measures come amid increased international scrutiny of Hezbollah’s financing networks and broader efforts by several countries to tighten oversight of entities suspected of links to designated groups.
