Prime Minister Nawaf Salam after the Cabinet session at Baabda Palace:
“The Council of Ministers, in implementation of the Constitution, the National Accord Document, and the government’s ministerial statement, and after rejecting and condemning the rocket-launching operation claimed yesterday by Hezbollah, as it contradicts the principle that the decision of war and peace rests solely with the Lebanese state, and contradicts the rejection of dragging Lebanon into the ongoing regional war, and constitutes a violation of Cabinet decisions and an overstepping of the will of the majority of the Lebanese people in a way that undermines the credibility of the Lebanese state, and after deliberation, has decided the following:
First: The Lebanese state declares its absolute rejection, without any ambiguity or interpretation, of any military or security actions launched from Lebanese territory outside the framework of its legitimate institutions. It affirms that the decision of war and peace rests exclusively in its hands. This requires the immediate ban of all Hezbollah security and military activities, considering them illegal, and obliges it to hand over its weapons to the Lebanese state and to confine its role to political activity within constitutional and legal frameworks. This is to enshrine the exclusivity of arms in the hands of the state and to strengthen its full sovereignty over its entire territory.
The government requests all military and security agencies to take immediate measures to implement the above and to prevent any military operation or the launching of rockets or drones from Lebanese territory and to arrest violators in accordance with applicable laws and regulations.
Second: The Army Command is requested to immediately and firmly implement the plan it presented during the Cabinet session of February 16, 2026, particularly the part related to restricting weapons north of the Litani River, using all means necessary to ensure its implementation.”
