Ministry of Energy update on Harrach-Jeita hydroelectric plant

The Ministry of Energy and Water clarified on Tuesday several points regarding the rehabilitation project of the Harrach-Jeita hydroelectric plant, which has been assigned to the Union of Suburban Municipalities.

In its statement, the ministry recalled that last September, the Directorate General of Water and Electricity Resources launched a public tender for the design, rehabilitation, and maintenance of this power plant, in accordance with a decision by the outgoing Minister of Energy and Water, Walid Fayad. A month later, Fayad held a preliminary meeting with companies interested in the project to answer their questions and encourage as much participation as possible.

Despite interest shown by over ten companies, none submitted a proposal, and no other municipality expressed a desire to take on the project in its initially proposed form.

The ministry emphasized that this project, crucial for the Beirut and Mount Lebanon Water Establishment (EBML), is supported by funding included in the 2024 budget. The project is expected to generate approximately two million dollars annually, contributing to improved water services for Kesrouane residents.

Since no company submitted bids for the tender, despite the extended deadline, and as the Union of Suburban Municipalities expressed its willingness to implement the project with the support of international expertise, a draft contract was prepared and submitted to the Court of Audit for approval. The statement highlighted that the goal was to utilize the allocated funds before the end of the year for the benefit of the EBML and to serve the citizens, free from any sectarian or political considerations.

It was also noted that the public procurement law allows for consensual contracts with the Union of Municipalities, in accordance with Article 46 of the law.

The Ministry of Energy confirmed that it is awaiting the decision of the Court of Audit to take appropriate measures. It also pledged to provide equal opportunities for all and to remain open to procurement with any party meeting the technical and financial competition criteria, in line with the law.

The ministry reiterated that it handles all matters transparently and adheres to the procedures and legal requirements implemented by the Public Procurement Authority and approved by the Court of Audit.
