Lebanon's Permanent Mission to the United Nations in New York, under the instructions of caretaker Foreign Minister Abdallah Bou Habib, submitted an identical complaint to both UN Secretary-General Antonio Guterres and the UN Security Council in response to repeated Israeli attacks targeting United Nations Interim Force in Lebanon (UNIFIL) positions in southern Lebanon.

The complaint also addressed the Israeli army's unlawful demand for peacekeeping forces to evacuate their positions, in violation of their mandate set by the Security Council.

Lebanon emphasized that Israeli attacks on UNIFIL set “a dangerous precedent, violate international law, and breach Security Council Resolution 1701, reflecting Israel's disregard for international legitimacy.” Lebanon urged a “firm stance against these war crimes, and demanded accountability to prevent future incidents and protect UNIFIL's mission.”

The complaint also focused on the impact of the Israeli offensive on the education sector in Lebanon. It included data and figures on the number of displaced students and teachers in both public and private education sectors.

Furthermore, it detailed the number of schools, universities and educational buildings that are out of service or have been converted into shelters for displaced people across various Lebanese regions.

In the submitted complaint, Lebanon urged Security Council member states to swiftly intervene to halt the Israeli offensive, "which has deprived around 1.4 million students of their fundamental right to education, threatening the future of entire generations of students and negatively impacting their psychological wellbeing, alongside long-term effects on their academic progress."
