South Lebanon: Beirut Requests Security Council Intervention
At the request of caretaker Prime Minister Najib Mikati, the caretaker Minister of Foreign Affairs, Abdallah Bou Habib, instructed Lebanon's Permanent Representative to the United Nations to submit a complaint to the UN Security Council, dated Thursday, February 15, against Israel.

This official complaint follows a series of deadly attacks by the Israeli army on civilian targets in Nabatiyeh the previous day (February 14). These strikes are considered "the deadliest" since October 8, when Hezbollah went to war against Israel.

The day after the bloody Israeli strike, Najib Mikati strongly condemned "Israel's persistent aggression against southern Lebanon."

What about the content of the complaint?


The text of the complaint, which details the attack and its consequences, highlights above all "the violation of international humanitarian law which guarantees the protection of civilians," describing "the deliberate and direct Israeli bombardment of civilians in their homes as a war crime which engages the international responsibility of all those who participated directly or indirectly."

The text states that it is also "a violation of Lebanon's sovereignty and territorial integrity, as well as of all UN resolutions demanding that Israel cease its violations of Lebanese sovereignty and end its occupation of Lebanese territory, including Security Council Resolution 1701," which notably put an end to the war between Hezbollah and Israel in 2006.

"It is worrying that this escalation should come at a time when international efforts are being intensified, and diplomacy is working behind the scenes to ensure that calm prevails on the southern border. Lebanon, which rejects war and presented a roadmap for lasting security in South Lebanon, urges the international community to put pressure on Israel to put an end to its continued aggression," the text of the complaint underlines.

The text called on the members of the Security Council to "collectively condemn the Israeli attacks on Lebanon to prevent the situation from deteriorating and the war from spreading."
