On Tuesday, the Basil Fuleihan Institute of Finance and Economics and the Italian University of Rome Tor Vergata launched an international certificate specializing in strategic public procurement to train specialists in the Lebanese public sector. Caretaker Minister of Finance Youssef Khalil, who sponsored the ceremony, described the program as a “qualitative leap in the development of national capacities.”

He thanked the Italian government for its support in “developing national capacities in Lebanon through this project, which comes at a time when Lebanon is striving to implement the reform of the Public Procurement Law since 2022.”

Italy’s ambassador to Lebanon, Nicoletta Bombardieri, praised the Basil Fuleihan Institute’s reputation as a “trusted institution.” She underlined its “effective role in promoting Lebanon’s new public procurement law, which meets modern international standards,” and in “training civil servants to implement it.”

She recalled that “public procurement translates into economic life the principle of the rule of law, which is the cornerstone of an open and competitive economy focused on development.” She also noted that “inappropriate public procurement procedures promote corruption, hinder growth, kill innovation and productivity, and drive away investors and international donors.”
