In a strongly worded statement, the union representing employees in the mobile telecommunications sector (Alfa and Touch) announced that it had filed an appeal on October 13, 2025, before the Council of State against the government’s decision of October 6, 2025, which extended by one year the validity of the National Social Security Fund (NSSF) discharge certificate granted exclusively to the two mobile operators, MIC1 SAL and MIC2 SAL.

According to the union, the measure creates unequal treatment among stakeholders. The legal action seeks to annul what it described as an “unjustified” government decree that undermines the rights of employees of both operators, particularly those seeking to settle their end-of-service indemnities.

“This appeal,” the union explained, “stems from our duty to protect retirement benefits, the result of years of work and the only safety net for employees after retirement. It is unthinkable that political decisions should endanger these fundamental rights.”

Union representatives argued that the government’s decision lacks any serious justification and further weakens an already strained system. The statement concluded by calling for fair management of the sector and full transparency regarding the obligations of both operators toward the NSSF.
