Karam's Memorandum to Guterres on 'Lebanese Apprehensions'
The President of the Maronite League and former ambassador Khalil Karam presented a memorandum on "Lebanese apprehensions" to UN Secretary-General António Guterres.

Karam called on the UN, through its agencies, to find a solution to the problem of displaced Syrians, and to work for the full implementation of UN Security Council resolutions, with reference to resolutions 1559, 1680 and 1701.


Resolution 1701 put an end to the war waged by Israel against Lebanon in 2006. Resolutions 1559 and 1680, adopted respectively in 2004 and 2006, include "the disarmament of all non-state armed groups in Lebanon.” The resolutions are in accordance with the Lebanese government's decision of July 27, 2006, under which "only the Lebanese state is authorized to hold arms and exercise its authority in Lebanon.”

Some 2 million Syrians have crossed to Lebanon since the war in Syria broke out in 2011, according to unofficial estimates. Only about 800,000 are registered with the UN High Commissioner for Refugees (UNHCR). Many have been driven by the war, while others are considered migrants fleeing the dire economic conditions in their country.
